Decades ago, Dennis Hope filed a claim to every planet (except Earth) and their moons, based on a longstanding loophole in the 1967 Outer Space Treaty — a loophole “large enough to fly a rocket through.” An attempt to close it with the Moon Treaty later failed, as space faring nations chose not to ratify it.
